The Howard County Public School System partnered with the District Management Council (DMC) to conduct a Special Education Opportunities Review. The DMC is an organization that collaborates with public school district leaders to improve student outcomes, operational efficiency, and resource allocation. The opportunity review analyzed existing resources, identified best practices, and recommended budget neutral process improvements and opportunities to increase student learning.
